2017 North Central Texas Council of Government (NCTCOG) Digital Orthoimagery Project.
The North Central Texas Council of Government (NCTCOG) program is a five year contract to perform Photogrammetric, Surveying, and GIS services. The NCTCOG region includes counties: Collin, Denton, Dallas, Ellis, Erath, Hood, Hunt, Johnson, Kaufman, Navarro, Palo, Pinto, Parker, Rockwall, Somervell, Tarrant, and Wise. The 2017 NCTCOG orthoimagery project consisting of 2,000' x 3,000' (named according to the NCTCOG naming convention) uncompressed 8-bit, 4-band color GeoTIFF files. Products produced were 4-band, 8-bit orthophotos with a 0.25-foot ground sample distance (GSD). Additional deliverables include countywide Multi resolution Seamless Image Database - MrSID imagery (Generation 2 and 4) and project level FGDC Compliant Metadata.

      <purpose>NCTCOG’s goal is to develop and/or update certain geospatial data sets for use by local government agencies, other levels of government, academia, and the general public. Data from this project forms the foundation of the base map, and were developed primarily to support multi-use applications, including homeland security, emergency management, economic development, and the business of government. </purpose>

Such printed output may be further copied, photographed, or reproduced digitally on the Internet.         <procdesc>The 2017 NCTCOG orthoimagery project (3-inch) was acquired from January 23, 2017 through January 30, 2017 at a minimum resolution of 3-inch using the Microsoft UltraCAM. The aerial imagery was captured to produce orthoimagery at 1” = 50’ scale with a 3-inch pixel resolution. The acquired data was processed and quality controlled immediately.</procdesc>

        <procdesc>Images were orthorectified to remove distortions caused by changes in the elevation of the terrain.  The orthorectification process used an exponential interpolation method and a ground elevation sampling interval of sixteen pixels from DEM surfaces that were reprojected and translated to the desired format for the process.  All orthorectified images were clipped to provide the most nadir areas with sufficient overlap for quality mosaicking.  The exception was areas of true orthorectification and large highway interchanges in which full frame rectification was used.  Intergraph Imagestation OrthoPro was the software used for the orthorectification. Images were color balanced and color corrected individually to ensure color consistency between flight lines, times of day, and dates of capture.  Images were mosaiced into large aggregate tiles.  Automatic seamlines using the feature detection method and shapefiles of building outlines were used to combine the most nadir components of individual images.  Aggregate tiles were again tonally balanced and color corrected with the entire project in view. A second global color adjustment was performed to minimize color changes across images and checked for consistency of color balance across the entire project area. Project deliverable tiles were cut from the mosaic and formatted for delivery. Trimble OrthoVista, Seam Editor, GeoMedia Pro was the software used to perform these steps. </procdesc>
